Rules for YALE EUROFOOT tournament 2011


1. Only players under 19 are allowed to participate. They have to be born between January 1, 1993 and December 31, 1994, both limit data included. Players born before the first date are not allowed to play. In any game, not more than 5 players, born after the second date, are allowed to play.

2. The tournament will be held on August 5th, 6th and 7th, 2011 and is organised by KVV Oostduinkerke (KBVB number 3841). The games will take place in the Municipal Stadium of Oostduinkerke, (Belgium) at the Hazebeekstraat.

3. Before July 15, 2011 the teams are requested to send an initial, pre-selection list, (name, date of birth of players and staff), to the organization commission. This can be done by mail (Yale Eurofoot, p/a Luc Célérier, Leopold II laan 213, B-8670 Oostduinkerke, Belgium), fax (+32 58 51 96 73) or e-mail (eurofoot2000@gmail.com). This initial list may include a maximum of 22 players and 6 staff members. Note that for the tournament itself, this initial, pre-selection list, has to be reduced to a maximum number of 22 participants (players and staff). See also Para 4 .

4. On arriving, each team has to hand over to the organization the final list of the participants (players and staff) and an official document including a personal photo.
As already mentioned in Para 3, for each team a maximum of 22 persons can be accredited for the tournament. This total number includes all the players and all the staff. From these 22 persons, there should be a minimum of 14 and a maximum of 18 players. Extra persons will not receive the travelling, accommodation, entrance and catering facilities offered by the organization.

5. Each team competing in the tournament should adapt to the FIFA regulations concerning international tournaments, one of them stipulating that teams should have a suitable insurance contract.

6. All games will be played according to the rules and regulations of the KBVB. (the Belgian Football Association).

7. The 12 participating teams are divided in 2 groups of 6. Each team plays 5 games within the group. Three points are rewarded for a win, 1 point for a draw and 0 points for a loss.

8. At the end of the group games a final ranking will be made for each group according to the following criteria : 1. number of points;
2. number of victories;
3. goal difference;
4. goals scored;
5. penalties; when after the group games, multiple teams are equal for the previous criteria.

9. The first and second team of each group are qualified for the semi-finals which will be played on Sunday morning. The losers of the semi-finals play for the 3rd and 4th place; the winners will play the final. All other teams play classification games, this means the 3rd of group A against the 3rd of group B for places 5 and 6 and so on.

10. All the games within the groups will take 2 x 25’. The semi-finals and the classification games will take 2 x 30’ and only in this games the players are allowed to leave the field during half-time. If a semi-final or a classification game ends in a draw, penalties will decide : 5 to be taken by each team. If the score is equal, the penalty-shoot out will be prolonged one by one. No extra-times will be played.

11. Each team should have two outfits of different colours. The team indicated as the home team should change if necessary. Only the referee is authorised to take this decision.

12a. Numbers on the shirts are obliged and the players have to keep the same number throughout the tournament.
12b. During one game no more than 4 replacements are allowed. A player who has been replaced is allowed to be brought back in, this will also be counted as a replacement.

13a. A player who gets a yellow card in three different games is suspended for the next games.
13b. A player who gets 2 yellow cards during the same game must leave the field immediately. He can not be replaced and is suspended for the next game.
13c. A player getting a red card must leave the field immediately and is suspended for the next game. He can not be replaced. A commission – see para 21 - can decide about further suspension.

14. Each team competing in the tournament must be present at the closing ceremony after the final, at about 6.30 pm. If a team is absent it loses its rights on cups, medals, travel, catering and lodging fees. If the fees were paid in advance the teams have to pay them back on simple demand.

15. Smoking is forbidden in the entire area reserved for players and officials. Special attention is asked for the teams not to enter the dressing-rooms within the sports gymnasium with football shoes on.

16. Each team must be present in the Municipal Stadium at least 45’ before the game they compete will start. Before the game the captains should exchange a flag or souvenir.

17. All accredited persons (players and staff) should be insured by their football association. The organisers can never be held responsible for any accident nor for the loss or robbery of an object.

18. A team that does not appear for a game or violates the rules gets a fee of 250 EUR pro violation.

19. The organisers provide the official balls for the games but the teams should bring their own balls for warming-up.

20. After the tournament the organisation will make an evaluation of the participating teams by a serie of objective and sportive criteria. Teams that not fullfill to this criteria can’t receive an invitation for the next tournament.

21. By subscribing for this tournament, the teams accept the rules. A special commission will decide about occasional events, which are not foreseen in those rules. This commission consists of Luc Célérier, president, Ronald Euvrard, vice president and Robert Boedt, Jan Depotter, Luc Vanthournout and Dirk Vieren, members. Eventual complaints will be handed over to the secretariat lastly 15’ after the end of the concerned game. The special commission will deal with such complaints. An appeal against their decision is not possible.

22. The rules are offered in Dutch, French and English. In case of discussion, only the Dutch version is binding.
